The tracking flag migration has effectively broken the dev vagrant box (https://wiki.mozilla.org/BMO/DeveloperBox) for anyone attempting to merge in recent changes; the migration path is not particularly obvious. We should refresh the vagrant box with a db based on the updated schema. This is also a good opportunity to provide a vagrant box with a minimal db: all the same metadata (products, components, etc.) but just a handful of bugs. For casual contributors, this is really all that's needed, and it would be much, much smaller.
And, of course, the revision of bmo in the box should be updated as well.
