Follow-up from bug 934714, via :yuan:
"One overall design goal on those in-content pages(from desktop to mobile) is to make it feel less like a webpage, more like one part of chrome.
If the in-content pages can be displayed without any perceived waiting time, we should go ahead and disable showing progress bar."

:yuan, are there particular about: pages you think we should remove the progress bar from? I can do this as a white-list. I can also just flag any about: url, but I'm having second thoughts about what that would achieve. About:start is a special case, and it is the only one the user will see without typing themselves into the address bar. I follow the logic for treating about:* as chrome, but unless there's an observed and confirmed problem maybe we can punt on this until v2 - or just wontfix?

I agree that about:start is the most important one.
I cannot think of any other frequent used about:* page. They are made for power users really.
Given the fact that there is no data to show which about:* page is most frequently used. I am okay with putting it off until v2.
Do we have any way to track the usage of about:* pages? Telemetry?

I've filed bug 949277 to cover tracking usage of about: pages so we can bring some data to this and similar decisions. I've voting wontfix on this; when we know more we can file a new bug to take the appropriate action.
