http://ftp.mozilla.org/pub/mozilla.org/firefox/candidates/25.0.1-candidates/build1/win32/ru/Firefox%20Setup%2025.0.1.exe is 45MB . Other win32 l10n builds are 22-23MB. I've downloaded and unpacked it. Looks like it also ships "/win32/rm/firefox-25.0.1.exe"

I'm betting this is fallout from a crash when building the previous locale ("rm"). I guess we don't clean up correctly in those cases.
I only found two locales which have installers larger than 25 MB: ro and si. The intial report against the ru locale appears to have been resolved.
Considering the scope of this issue I'm not sure we need to block 25.0.1.

all 3 affected installers rebuilt, and are of appropriate size.
