v.1 Move CSS out of the individual themes (m-c patch)

The CSS is currently identical in all three themes which indicates it should be in the shared theme directory. Many of the styles (e.g. animations) belong in content/browser.css since they are about how things should act, and not so much about style/colours.

The only difference between the three themes was the lack of max-width: 20em for #UITourTooltip on Windows which I'm guessing wasn't intentional so I didn't preserve that difference.
