Yes, why wouldn't it be? Bug 931668 hasn't been fixed.

Here's a recent profile on the flame: http://people.mozilla.org/~bgirard/cleopatra/#report=2a8074bc35a299d9ee08aa59dd1b9fe7734ef243&select=7673,8656 This has regressed since I filed this bug. The profile shows: Style flush #1: 113ms Style flush #2: 21ms Style flush #4: 22ms Total is 150ms spend in styles for the unlock animation. I tested this with the fix from bug 931668.
Summary: Lockscreen unlock animation is delayed by 75ms style flush → Lockscreen unlock animation is delayed by 100ms+ style flush
