Current process https://wiki.mozilla.org/ReleaseEngineering/RepositoryCreationRequest works well for manual requests. However, as we're advancing to self serve (as proposed in bug 910040 comment 14) requires some changes. Filing this to get those changes documented.

This still needs doing, as it eases many situations with other servers to have consistent naming.
