Description:
When the user sets the device's language to Bulgarian while performing the FTE, the "Select a Network" header is truncated when the user sets up Wi-Fi.

Repro Steps:
1) Updated Buri to Build ID: 20131118004001
2) Start the device's FTE > Settings > Device Information > More Information > Reset Phone
3) Select Bulgarian as the device's language.
4) Progress normally until the user needs to setup Wi-Fi.

Actual:
"Select a Network" header is translated but appears truncated 

Expected:
There should be no translated strings that are truncated.

Verified the bug is fixed on the latest 1.2 COM RIL build
The header is changed and no longer truncated
