On Ubuntu the menu and the submenu are dramatically different colors. The menu is dark gray with black letters. The submenus are almost black with white letters.

This is intentional and the style will be a bit more clear when bug 878065 lands.

bug 878065 has landed. The visual style inside arrow-panels should be more clear now.

Highlight color is not clear.

The update also didn't begin to address the Linux style issues. The first level is still grey with black letters, with the other levels black with white letters.

Alice, what do you think of the panel button styling vs. context-menu button styling now that we've updated the panels on Windows?

I think that nothing is improved.
It is ugly.
Mozilla ignores OS visual style in Australis.

This is to be address in bug 969592, and while the general issue is currently P-'d (ie, we are ok with shipping as-is), there is some progress being made.
