Steps To Reproduce:
1. Put "Bookmarks widget" button in PanelUI
2. Click "hamburger" button to open PanelUI
3. Click "Bookmarks" button
4. Click a folder

Actual Results:
Library window pops up

Expected Results:
Expand folder content to the left/right

This is by design, per bug 855805, because we don't want to do nested subviews in the menu panel.

What is UX, 
The behavior to betray the expectation of the user is very bad UI.

Maybe a solution would be bug 952178.

We can keep this bug open, but this is not something that we will focus on fixing for Australis v1.

I don't think there's anything to fix here until someone files a bug with a better proposal.
