Steps to reproduce:
1) Create many bookmarks.
2) Open the bookmarks menu, scroll to the bottom, close the menu.
3) Open the bookmarks menu.

Expected result:
See the top of the menu in step 3.

Actual result:
In step 3 the menu opens to the position where the menu was closed in step 2.

Is this actually a regression? I'd expect the old menu to act in the same way.

You are right, the same behavior occurs with Firefox 25. I was just looking closer today after seeing some new issues.
we keep the menus open for perf reasons, but I also don't think at the moment we should always restore scrolling to the top, it would be very annoying for someone middle clicking multiple bookmarks to open in new tab. For now I think it's a wontfix, in case in future we change interaction with the menu we could re-evaluate.
