Steps To Reproduce:
1. Open Web page and bookmarked [window A]
2. Open new window [window B]
3. Enter customize mode
4. Move Bookmarks widget into PanelUI panel and Exit customize mode
5. Switch [window A]
6. Open PanelUI
Actual Results:
Bookmarks widget become yellow.
Expected Results:
Bookmarks widget should be gray.

In this scenario, in step 6, you open the menu panel on a page you've got bookmarked. Is that correct?
