I'm running mozilla 0.9.3 in the UK on windows NT4 and have my date format set to the UK format of day/month/year. about:cache is displaying dates in the US format of month/day/year.
On Linux I get the listing in a readable format: e.g Last Modified: Tue 07 Aug 2001 16:35:24 BST

Bug 246525 has just changed the format to ISO 8601 (%Y-%m-%d %H:%M:%s). Reporter, I know it's not exactly what you've asked, but is this ok for you ? At least we can't make the mistake beteen month/day/year and /day/month/year anymore. *** This bug has been marked as a duplicate of 246525 ***

It's an improvement. However I think Mozilla should use my locale's format instead of imposing any format of its own.
