Sometimes the shutdown can take a while, but the ui is left in a state where it looks like the button was never pressed. I tend to reclick the button multiple times, and I think this might cause windows to assume the app is frozen, killing the process. We should disable/remove the restart button after the first click and maybe try firing the restart off async so the ui has plenty of time to update. A progress indicator would be nice as well, although I'm not sure it would animate during the shutdown. Some sort of blind over the browser indicating it is unusable might work too.
