Second hidden set of scrollbars in apprunner's content window

Details
In apprunner, there is a second set of scrollbars lurking underneath the
main content area. You can see them flash in on Win32 as you resize the
apprunner window (especially the vertical scrollbar, which appears to be about
100 pixels high).
This happened recently. Wondering if scrollbars are accidentally being created
more than once or something.
