Whenever we enter into Bluetooth Setting page, both connection attempt and discover start at the same, and it seems discovery will be treated as higher priority and connection request will be stuck. I'm still trying to find the root cause, but this patch can at least make bluetooth recovery connection workable after turning on/off Bluetooth.
