Details

Currently, approval from the China queue is per-app and not per-version. This means that an existing packaged app which has been approved for China, can upload a newer version which doesn't comply with Chinese regulations and still be available on the Chinese marketplace. This was mentioned on IRC as out of scope for the current implementation. I'm filing this as a concern since it is not clear if we are in anyways liable.
