Details

This bug is about establishing rules for when and when not to automatically download list content for offline viewing. 

Designs will be posted shortly.
I feel like this bug is actually out of scope for the about:home customization we've been working on. We've discussed storing URLs with data items, then launching an intent with that URL when the user clicks on an item.

In the basic case, this would just open a webpage at that URL, but I can envision add-ons using some sort of custom scheme to pull content from a cache somewhere.

It would be interesting to think through how we would do this with our own reading list, then see if there are any APIs we can offer to add-ons.
I think it's really up to the add-on to figure out how it's going to cache data. I filed bug 1007409 about letting add-ons hook into our reading list cache, so maybe there's some new API we could build here to make this easier for add-ons, but I don't think there's any way for us to strictly enforce no background data usage (although we do have a way to handle that for add-ons if they use our HomeProvider sync APIs).
