Marking as dependent on bug 943420. If our strategy is to make the "about:start" page in-process like that bug intends, then we should resolve this bug as a duplicate.

Appears only the first tab that loads fails to render, if you swipe in the tab tray and open a new tab, about:start renders correctly.

One issue once you get the page loaded - clicking tiles doesn't navigate the browser.

Removing the needinfo on myself; from the discussing in bug 943420 it sounds like we don't want to keep our about pages in-process, so this bug is still valid.
