sonja, can you review? I tried to follow the format of the other QA scripts.
I want to check this onto the tip, so that it is run everyday. I also want to
check it into NSS_3_2_BRANCH and run it against NSS_3_2_2_RTM when we have those
builds.

The changes look good to me, but I have not reviewed th fips.sh at all (I just
came back from a vacation and I a swamped...)
I'd say check it in on the tip and on the 3.2 branch, it will break the backward
compatibility tests and several warnings will result, I will fix that tomorrow.
