943730 - certain app can't be opened with certain distribution configuration

Attachment: distribution.zip

STR:
1. unzip distribution.zip and put it into GAIA_DIR/distribution
2. make production MOZILLA_OFFICIAL=1

expected:
- App "Gdzie jest" can be executed

actually:
- it appear a rocket icon and can't be execute.

Jason, could you help me to check update.webapp and metadata.json are all correct? thank you.

metadata.json comments:

* There's no package etag (although that shouldn't cause a failure to launch the app)
* Don't know what is source is (although I don't think unknown properties would cause a failure to launch)
* App name in metadata.json doesn't match the webapp manifest's app name (although I think this is ignored from metadata.json)

update.webapp looks right.

Another sample, there are two grey rocket icons, one is twitter (but it's correct if you don't have internet access) another is cost control.

this issue can reproduce on master with |make produciton MOZILLA_OFFICIAL=1|

it's super weired.

Yuren - Can you check if this reproduces on a 1.2 or 1.1 branch? That will help isolate if this is a regression or not.
