STR:

1. Perform 3 downloads of your choice (wait for the downloads to be completed).
2. Start the download of a large file eg( http://www.ubuntu.com/download/desktop/thank-you?release=latest&bits=32&distro=desktop&status=zeroc).
3. Pause the download of the large file.
4. Perform 3 other downloads.
5. Open Download Panel.( the download panel displays the first 3 downloads from step 1 and the download progress of the large file with the text +4 other downloads )
6. From the download panel remove 1 of the finished downloads( Remove from History).
7. Reopen download panel.

Expected:
"+3 other downloads" is displayed at the bottom of the download panel.

Actual:
"Show all downloads" is displayed at the bottom of the download panel.

Too late for FF26 as we're about to go to build but let's look into this regression for FF27 and later to determine the regression here. Paolo can you investigate?

The described behavior is expected, because we only show the "+N other downloads" label when there are active downloads that are not visible in the Downloads Panel.

Whether this behavior is actually desired in the described case is a different question. I kept the bug open and changed the subject, because matching expectations about what the label says is a possible UX enhancement.
