ReviewBoard has repos for central and inbound. inbound is logically an unmerged branch off of central. AFAIK most people don't develop patches on top of inbound (because it's busted a lot. Furthermore, the practice of developing patches on top of inbound should not be encouraged because of excessive tree breakage.
Therefore, I think ReviewBoard should list central and only central as repositories to submit a review against.
If nothing else, having only 1 repo for reviews makes it easier to find all reviews against central. Although, we have Git, so I guess we'll have 2 repos. Oh well. 2 is still less than N, however.

Yeah, I wasn't sure about m-i when I was adding repos. I've deleted it.

I'm not sure I agree with this, but we can see how it goes: I often myself prepare and upload patches on top of things that I just landed on -inbound (or fx-team).

I'll file another bug for the proper fix.
