This issue has both usability and security implications, as without such feedback there is no way to predict the link target and decide whether it should be followed.
I agree losing the tooltip has security implications for the user, but I don't think this is something that needs to be hidden. dveditz, I'm not sure of the appropriate security keyword to use here, but sec-want seems appropriate.
