We'd like to enforce that paid packaged apps have an origin. At the validation time if the app is packaged and has no origin, can we issue a warning?

We could. What's the use case for enforcing an origin?
Note that only privileged packaged apps can have an origin. Unprivileged packaged apps cannot.
