Go to http://www.xtenit.com and hit <cntrl +> The links in the lefthand frame are jumbled together and the area to click on doesn't correspond to there the new place the text is. This isn't the only place where the problem is. I have seen it many places. Dmoz seems to work fine, but our sites (xtenit.com, targabot.com) don't. http://www.villagevoice.com/ also has this problem, slashdot doesn't. On quote.com the text doesn't run all over itself but it does run over some graphics on the right. There is also the problem of frames. When you go to a page with frames after you have already increased the font size, the font size goes back to normal. But if you hit <cntrl +> once the font size grows one setting past what it was before. If you bring down the view menu after you have gone to the page with frames it will show the old percentage value it was at, but display the actual page in %100 font.
Also as fonts in a drop down menu grows, the drop down box does not and the text gets cut off. See http://www.altavista.com/ for an example, or even this bugzilla page.
Over to layout.

http://www.jwt.com/ also has this problem, as does yahoo mail.

This is *not* a dup of 54504. That bug refers to the <select> element, this bug is a more general layout problem.
