946955 - Set the default friction of Axis.cpp to 0.002

Let's use the same friction for Metro and B2G by default. We can tune it later on B2G if needed but right now the default friction is way too aggressive.

Does Firefox for Android use the code from gfx/layers/ipc/Axis.cpp  in any way? In the worst case we can just add a pref to b2g.js.

This is fine. And no, Fennec doesn't use this code so it won't be affected.
