When you enter a password into a Web page, the Password Manager brings up a
dialog that lets you choose whether to save the password--yes, no, or "never for
this site". However, there is no Cancel button that lets you cancel the
submission altogether. Perhaps there should be a Cancel button.
Correction. The password manager dialog does not come up "when you enter a
password into a web page" but rather when you press the submit button on that
webpage. If password manager did not exist (as in 4.x for example), there would
be no way to stop a submission after you press "submit". So why should the
password manager dialog allow you to stop the submission? All that the
password-manager dialog should do is ask if you want to capture the password
that was involved in that submission.
