I think sidebar(history/bookmarks) toggle button use is frequent than ather button such as "print this page" / "Open file" buttons.
These buttons were explicitly removed because it's potentially confusing to have multiple buttons (sidebar toggles vs normal history/bookmarks buttons), and there are still other ways to toggle the sidebar (eg menubar, or keyboard shortcuts). Also the sidebar being generally low-usage, and this being easy for an addon to implement should folks strongly desire a button.

FYI, my add-on OmniSidebar re-implements these buttons, and I don't believe it's the only one.
FWIW, I think the SocialAPI team is working on a default widget that will tuck in sidebar toggling in bug 960198...
