947489 - Unresponsive App launch

At times, launching an app, then closing it and trying to launch another app is responsive.   Only after putting the device to sleep and waking it up again, will it recover.

This is intermittently reproducible, but enough that it's a user annoyance.  It seems like these could be 3rd party web Apps or e.me app related, but not entirely positive.

qawanted for better reproducibility.

Repro:
1) install nightly 1.2 builds.   This one was tested on a GP Keon phone, but has been reported on the Buri device also.
2) launch a web app (ie. NY Times)
3) Exit the app
4) launch another app
5) Verify the other apps dont load until they sleep/wake the power

Expected;
- apps should always launch after exiting

Actual;
- app doesn launch
