Noticed this while rewriting the browser_crashprompt.js test. Currently, clicking "Send Reports" will set up the crash reporting prefs so that crash reports are sent automatically in the future, but will not cause the currently pending report to be sent.

In this bug we should update the "Send Reports" button to send the currently pending crash report, and we should also update the test to verify that clicking "Send Reports" causes a report to be sent (there is a commented-out line of code in browser_crashprompt.js that performs this check)
