I don't see any flickering with Nightly on Win 7. Is possible to record a screencast or something like that?
Flags: needinfo?(shawnlandden)
It is likely then X11 related, can you try to produce it on Linux first before marking needinfo?

WFM with 2013-12-10-03-02-02-mozilla-central-firefox-29.0a1.en-US.linux-x86_64 without hardware acceleration.
When I record it it doesn't show up. I'm using the xf86-video-nouveau driver.
Mozilla/5.0 (X11; Linux i686; rv:28.0) Gecko/20100101 Firefox/28.0 On latest Aurora (20131212004008), I see flicks but only on the gray right side of the page (with/without HWA), the text doesn't flicker for me. I'm setting this as New since on Chrome the flickering is less visible.

Is this happening on any other websites? Does it reproduce in previous Firefox versions?
Here is another website where the striped background flickers when scrolling: http://coe.berkeley.edu/engnews/fall02/3S/polarbear.html (bug 707610) After investigating, it seems that this is a know issue, so I'm marking this as duplicate. (https://bugzilla.mozilla.org/show_bug.cgi?id=555834)
