UX Work - Add UI for auto switching to/from Desktop to Metro when slate/laptop changes
Tested on 2013-12-09 using latest nightly on a Surface Pro 2 with a Type Cover 2. I've noticed that if I am using desktop Firefox, and I accidentally unhinge the Type Cover or if I close it, the application will switch into Metro mode. When this happens you get the Metro splash screen, and it will hang there for quite a while before it loads if at all. Trying to reopen in desktop mode will take you to Metro, so you end up in what seems like a loop. Steps: 1. On a Surface Pro machine with a Type Cover, open desktop Firefox (nightly). 2. Close the Type Cover and re-open shortly after Expected: You are in desktop Firefox and can continue working in it. Actual: Metro Firefox is launched, and it sort of hangs at the splash screen. If it does end up loading, after a while, you see the tabs you had in desktop mode. This is a blocking issue in my opinion because Firefox should never switch modes unintentionally, and because once this happens it is not intuitive how to go back to desktop mode. Further, if you had a private browsing window while in desktop mode, that gets lost.

This will be fixed here bug 940677 (defaulted to off), but let's morph this bug to be able to add UI for asking if the user wants to switch. Remember? Don't remember.
Moving to v2 since it involves UI and strings so it won't make v28. The pref will just be disabled for v1.
