The lack of comments here makes it hard to decide if we'd hold 1.3 for this :)  More information is greatly appreciated.

I don't think this would be necessary for 1.3. Turning off Nuwa on xpcshell is because we don't need Nuwa when running xpcshell test cases.

But xpcshell tests still work if Nuwa is on.
