949082 - [B2G][Clock]Alarm set in one language doesn't translate to a different language and time format when language changed within Settings App

When user sets an alarm in one language (i.e. English) within Clock App then changes language within the Settings App (i.e. Espanol), user returns to Clock App and the same set alarm is listed in the previously set language (i.e. English) and the time format keeps the existing standard for the language (non-military time for English). When user taps the radio button to the right of the alarm, then the alarm name is translated to the appropriate language and the time is appropriate for the language (i.e. military time)

Repro Steps:
1) Updated Buri to v 1.3 Mozilla BuildID: 20131210041202
2) Tap Clock App
3) Tap Alarm icon
4) Set alarm for future and tap Done
5) Tap Homescreen button
6) Tap Settings App
7) Tap Language
8) Select a different language (i.e. Espanol)
9) Tap Homescreen button
10) Tap Clock App


Actual:
Day of week and calendar date are translated to Espanol. Alarm names are not translated. Alarm times are using English am/pm times

Expected:
Day of week, calendar date and alarm names are translated to Espanol. Alarm times use non English standard (2400 hours) times.

I was able to reproduce the issue reported in Comment 0 for Buri v1.2 with the below Environmental Variables

I was not able to reproduce the issue reported in Comment 0 for Buri v1.1 with the below Environmental Variables
