949731 - legacy vcs-sync process "silently" ignores missing repositories

Description

In creating the repos for 1.3 (bug 948097), the configuration files were modified and put in production. However, the initial (empty) conversion directory was not set up on the vcs machines. (Only the git<->git mirrors are set up via scripts.)

Compounding this, the only error message is logged to the screen terminal, which is not usually polled.

We can do better.

Conversion directory has been manually created, and is currently doing the initial conversion.

The initial conversion has completed, and the repository is in normal production operation.

The changes to the die() function have been seen to operate properly in production.
