The translation bar asks the user if he wants to display content in the same language which is already loaded. IMHO it shouldn't be loaded at all if the user is already accessing a localised page - unless it would ask to present the English (or any other language set as secondary by the user) page. Perhaps this is related with bug 949143 since it happens when the primary language in intl.accept_languages is set to "el-gr" (note that "gr' is not capitalised here) but not when "el" is declared as the first locale code of the list.
Will take a look along with Bug 949143.
