Currently jump list of Firefox on toolbar allows to launch new tab and new window. Please replace the new window launcher with "new modern window" and "new desktop window". Right now that would allow users to choose the preferable UI to launch when Firefox is not running (especially handy to those like me who use metrofox almost exclusively); in future, when Firefox eventually supports side-by-side desktop and modern windows, it would allow to open new windows of the other kind.
