Steps to reproduce:
1. Visit usatoday.com in tablet mode
2. Scroll up and down using fingers.
Actual results:
Scrolling is choppy, has extra momentum and the navigation at the top keeps trying to redraw while the page is still scrolling
Expected results:
Smooth scrolling, navigation not being redrawn constantly
David, are you able to reproduce this in Aurora or Nightly?

Scrolling pretty well for me on surface pro. The fixed position content problems with the header were fixed in bug 941050.
David, please re-open if you're still seeing issues.
