Desktop Firefox and Windows 8 Touch ("Metro" style) Firefox are two different applications; to switch between them we need to close one and then open the other. We can work on making shutdown and startup faster, but we don't really have any viable near-term options for completely eliminating the restart.
Long-term we could work toward a system more like Internet Explorer where both apps can run at the same time and share data. Maybe both frontends could use IPC to talk to a shared back-end process. Then maybe we could move tabs between them without reloading. However, this would require a major rewrite of large parts of both desktop and Metro Firefox.
