Steps to reproduce: 1. go to about:accounts 2. switch to "Sign In" tab. 3. enter a username of "@s" 4. enter a password of "x" (or anything more than 0 chars) 5. click the "Sign In" button. Actual results: the form submits, and displays a blank error message.

This is fixed in production. It displays proper tooltip errors now.
