As far as I know we don't have nexus-4 in automation, so don't set the datazilla related flag.

Since we don't support the nexus 4, I'm lowering the priority to where it should be from perf team perspective.
Dietrich, if you observe this on a platform/version we do support, then please ni? me and we'll take a look at it again. If it's no longer a bug, please close this.

Latest build, Nexus 4, restart and load clock: >1300ms every time for cold load.
I'll check a Flame too.
