I ran into this with an embedded YouTube video yesterday, too (though at the time, I wasn't sure whether it was a legitimately embedded youtube video, or some custom 3rd-party-site hackery).
(Though in my case, I don't think the video was actually cut off -- the full poster frame was visible, and when I clicked and dragged the poster upwards, it panned the poster out of view and a black region into view (into the video's clip-region).)

Not sure who's supposed to be getting the regression window here since it's in the Layout component but manifests (I assume) only in Fennec. Aaron, do you know?

Sounds like it could be related to bug 943206, which is reproducible on Mac
I can not find the regression range. The bug is reproducible even on 2011 builds.
Website I tested on: readwrite.com/2012/09/02/top_10_youtube_videos_of_all_time 
Device: Samsung Galaxy Nexus (Android 4.2.1).

This has existed on Android for a long time (perhaps forever), but Mac only started seeing this behavior in 29. Since bug 943206 has better STR for Mac, I nominated that for tracking 29 instead.
OK, bug 943206 is worth tracking. Thanks for bringing to my attention.
This bug spawned bug 943206 which got really confusing because it conflated things on Mac with things on Fennec, so then I forked the Fennec issue from that into bug 988991. After some investigation it turned out the issue was not as general as I thought, and is quite specific to iframes that have overflow:hidden which Fennec doesn't respect. So I duped that bug back here, and put together a patch that fixes this issue as well as bug 911574 and it is posted on bug 911574.
