Steps to reproduce:
Place list all tabs in hamburger menu
Actual results:
When left clicked menu popped up with list of all tabs
Expected results:
When left clicked it should open sub-menu similar to history.bookmarks

How do you do this? (Ideally starting from a clean profile.)

I was using the Classic Theme Restorer addon and didn't realize this was suppose to be locked down.

OK, but then this is invalid, as it's not meant to be possible to move it anymore. :-)
