Details

Tested on Windows 7 and Windows 8.1

Firefox <=v27:
a) create a new profile
b) start Firefox and open about:config
c) browser.showQuitWarning = true
d) restart Firefox
e) open at least two tabs
f) exit Firefox and use "Save and Quit"
g) start Firefox again
h) the last opened tabs will be automatically restored

Firefox >=v28:
a) create a new profile
b) start Firefox and open about:config
c) browser.showQuitWarning = true
d) restart Firefox
e) open at least two tabs
f) exit Firefox and use "Save and Quit"
g) start Firefox again
h) about:home will be displayed instead of the last opened tabs. We now have to click on "Restore Previous Session" to restore the tabs.

Regression or "Feature" ?
I can confirm this.
Aurora v29 and Nightly v30 are working again as expected, but Beta v28 still not.
Firefox v28.0b6 is working now again.
@nasko: can you also check/confirm this
I confirm that it has been fixed and works again here.
