select offline dialog: perform expand for imap, not prompting to log in. we might need to imap discover folders if the user uses the select offline dialog and we haven't logged into the imap server yet. news used to log in, but it shouldn't, that's fixed. (there is no need to.) this regressed when I landed the outliner, I'll work out the kinks.

move off even further. the exising behaviour is acceptable, as long as the folder is in the folder datasource, it will show up. so the current behaviour (to my knowledge) is better than the existing behaviour. once I confirm there is no edge case / good reason to log in, I'll change this bug to cover removing the existing performexpand() code that is already in the "select offline" javascript.
