Attachment: An empty star could be a switch to first half-op and then op someone. The effect shouldn't be immediate, so you can revert your choice by cycling through the states until there's the empty no-operator

We need some UI to change the user mode of other users as an op in IRC. (I.e. if you're an op, you can half-op or op or voice someone.)

Mic and I discussed this last night (and Mic made the attached files):
He had a good idea of having a light outline of the star next to the names if you can change the mode, clicking it would cycle through empty --> voice --> half-op --> op --> empty. After choosing one it would pulse for a few seconds, then the command would be sent to the server, and it would continue pulsing until the command is received from the server that the mode was changed.

The user steps would be:
1. I click the star twice on a user (empty --> voice --> half-op)
2. The star pulses "half-op" mode
3. A few seconds pass
4. The command is sent to the server
5. The command is verified and the client receives notification of the new user mode
6. The star becomes solid "half-op"

Another image made by Mic, note that I think we could animate the pulsing of the star with CSS if we wanted to? Thus not needing another image.

I'm not sure if it's worth investing time into this until bug 953721 (bio 276) is fixed.
