They are clickable in the system message displayed in the conversation content already and I think it's reasonable to assume that people would like to click them on the topic bar once the system message has scrolled out of view.

The topic notification bar will probably go away soon, but we will still have a topic bar, so being able to click the links there will still be useful. I'm not sure we should keep the topic system message when joining a MUC. It seems like an useless duplication, as the topic is already visible in the topic bar. Maybe we should display that system message only when the topic changes?

But I was thinking of making an extension to hide the notification bar automatically. For me, just the message at the top is enough and the notification bar doesn't really add anything. I think the notification bar would be more useful if it could be shown again after hiding.

Yes, currently you have to scroll up (Ctrl-Home) to get to the topic in the conversation browser itself for that.

On the behalf of Florian: Closing bugs related to the Instantbird UI as WONTFIX, as the development of the standalone chat client Instantbird has stopped. Instantbird users are encouraged to migrate to Thunderbird. The user interface of instant messaging in Thunderbird will feel familiar, as the Thunderbird IM support started as a fork of Instantbird.
