Details
As agreed on earlier, now that converter debugging is done,
we should remove the UTF-7 menu item from our shipping
Charset menu since we don't want to encourage people to
use it for Unicode mail.
Setting TM to M9.

Checked in messengercompose.xul removed UTF-7.

** Checked with 7/19/99 Win32 build **
The UTF-7 menu item is now gone from the Mail Composer menu
with the above build.
Marking it verified/fixed.
