We are moving towards making Content Rating a requirement before the app can get into the review queue. This means in the case that ESRB site is down during the time of app submission, the developer has no way to get their app into the queue resulting in an incomplete app. we need to handle this usecase gracefully. 1. Have a timeout for the loading sequence when the user clicks the Continue/get the IARC rating button if it fails to load 2. Show a useful message which urges the developer to try after a while.

What would currently happen: 1. User clicks on button to get a ratings certificate on Ratings Edit page. 2. A new tab opens to the ESRB window, getting a blank white screen (or maybe a 404 page). 3a. Closing the tab would bring the user back to the Ratings Edit page like it was before. 3b. Switching the tab back to the Ratings Edit page would show an eternal spinner.
