I'm not sure if this is limited to the German ebay version, or not. 

The auctioneer sent a parcel and provided its tracking number to me. In the auction overview, I could click the tracking number which opened an overlay that loaded endlessly. When I noticed the MCB icon, I allowed mixed content, and after reloading, the overlay did load fine.

Difficult to test without an ebay account AND a tracking number.

When trying to access http://shiptrack.ebay.de/
we are redirected to the ebay login form:

I happened to buy something on eBay from Germany, and there's a clickable tracking number in My eBay. However, it runs some JS to show an in-page popup linking to a tracking page at the actual shipping company. No sign of shiptrack.ebay.de, so I don't know if that solution is still being used.

I guess the only way to find out is to ask eBay Germany.

I think I'm simply going to resolve this as worksforme based on being able to track that parcel I bought through ebay.de last September.
